Yes it is.
It takes a really bad game and turns it into an incredibly bad game. The implimentation of space travel/conquest is pathetic, there are not many new units, and not many of them are good - 'Cyber Ninjas' with Jedi swords?
The only good thing about it is the new civ abilities... but still, alot of them aren't really that great or interesting.
As for the campaigns, I haven't played them, but I imagine that they are just as boring as the original ones.
(Although I did play a bit of the first china mission, and they certainly haven't hired better writers yet - that's for sure.)
