Especially now that our original scouts got killed, we need rovers to explore - scouts are so slow.

I'm pretty sure that early game it doesn't make much difference, and the -2 Support that Democracy has is more of a bummer for early games than the -2 Effic. of Planned.

under normal conditions, i'd pick plan nets, but doc:mobile is really important for us right now.
hopefully i won't have to make a choice, otherwise i'll be satisfying some people while angering others. such is the job though!
