Since the vote on the science slider was for 40%, we're better off building aquaducts then marketplaces, then libraries in our less wasteful cities, in our more wasteful ones marketplace, courthouse, aquaduct, library. The only advantage for libraries is culture and culture flips. We're doing fine in culture, and with our size, our standing will get better. As for culture flips, we already have lots of curruption, and new citieswill only create more. When the $$$ come in we raise the slider, swicth to libraries (except to beat waste), because over time, the slider is likely to go up.

I'd go half and half with marketplaces and libraries, with markets where happiness is an issue, 1 or 2 border cities which have any chance to flipping someone else. or wherewe need WLTKD to fight corruption in cases where courthouses aren't enough, and libraries elsewhere. This will allow us to both get more income to allow slider to be raised and at the same time benefit with the libraries built which will futher boost the science. Too many Market initially will make raising slider less worthwhile, while too many libraries will waster them because we can't afford to raise the slider to benefit from them.

On boarder cities the order of builds should be:

(Temple, Catherdrial), Library, Market Place. Build an Aquaduct when needed.

On all other cities the orders of builds Market Places should be before Libary. Definately buid an aquaduct when it's needed even if it's before either of these. (Since we are religious and have Sistine's Chapel, Catherdrial before either one is recommended as well.)

More Market Places allows us to set a higher scienfic slider while avoiding bankruptcy. (In addition, this will ensure a WLTKD.)

BTW: We can expect a major explosion in both cash & science reserach when the FP is completed. I wouldn't be suprized to see more GPT income and faster research the turn after the GA ends than we have currently.)
