Well I think it is supposed that the nukes stay at their place and if someone attacks you nucleary, then all you nukes with target of him will attack immediatly.

This is MAD - mutual assured destruction. A nuke unit has the two orders set traget and clear target.
As far as I know it works - look at the nuclear war scenario that comes with the game. I couldn't find any slic that sends the nukes so I suppose it works exactly with this.
I've tried to give another unit than the nuke a target and trigger MADLaunch - but when I triggered that event my game would crash...
