I have volunteered to be RA for Ile de Rose, as no-one wanted it. Here are some suggestions:
There is some un-owned territory between Rheims and Here It Is, on the HII side of the river - 2 forest tiles. Three cities in Ile de Rouge will expand culturally during these 5 turns, putting pressure on Rheims to flip. Rheims is about 13 tiles from its capital, 15 from ours. However, we currently control only 5 of its tiles. If we planted a settler in this unclaimed / soon to be ours forest, it might steal another 2 of Rheims tiles, including a river/shield grassland tile.
