Kobra,
This is a huge WWII global scenario. It is based off of Captain Nemo's and Alex the Magnificent's 2194 Days of War scenario, but this is made on a gigamap.
There is the maximum number of cities allowed, and there are a ton of units per each side.

No problem! I thought everybody knew by now, the PBEM community is not that big, I see the same people here as I do at civfanatics. And I never tried to hide behind this username if that is where you want to go. I have the same signature and the same avatar.
I was the one who ruind a coupple of PBEM games due to cheating at civfanatics. I think I was forgiven, and I was given a new chance. Now I play in two PBEM's at civfanatics, without any wrongdoings. I regret the stupid things I did.
You should also know that I told the Duke everytime I signed up for a new PBEM.
If you still do not want me, I could leave, no hard feeling, totally understand it. But you should also know that the things I did probably was the most stupid things I have ever did.

Something very strange is going on here. I was trying out the scenario in singleplayer as the Brits. Not surprisingly, the Japanese took Hong Kong. But they plundered my entire treasury there! That's right, they took all 7000 gold pieces in one city. Very odd.
I did some more tests. Capturing LA as the Japanese got me some money, but not all of the Americans money. Capturing Vladivostok though, netted me a fine income of 3000 gold.
I have never seen this before, but it could sure kill Russia and GB pretty fast.

If you take an oponents city on the first turn it will give you all of that oponents treasury, I have no idea as to why but thats the way it is (possible more things play in here, I have a feeling you have to move before that oponent does for instance).
EDIT:
Hmm, might have something to do with the ww2 only flag in the scenario special parameters as well.
I recall this seems to happen a lot in the ww2 scen that comes with the game...

If indeed this only happens on the first turn, I think a possible solution would be to give Britain and Russia very little gold at the very beginning, and then have the events file gift them their beginning gold in the second turn. Would that work?

I think not capturing cities in the first turn would sort of ruin things for Axis players.

Japanese Advance Throughout the Pacific and into China...
In December, the Japanese high command spread throughout the Pacific in their quest to gain independence from the larger countries seeking to to keep Japan small and dependant. Japanese forces struck back at America and Britain.
Japan now holds many countries and is setting up defenses to guard their new strategic resources.

Japan also struck a major blow to America's ability to project its power throughout the Pacific by destroying the entire Pacific Fleet stationed at Pearl Harbor. Unfortuneatly the Aircraft Carriers were away on maneuvers, but they will not be very effective without any escort ships.

Phew! This scenario is BIG. Took me hours to think of a strategy and then move all my units. Oh well, here's the turn report:
Hitler puts von Pavlov in charge!
Der Führer took the wise decision of promoting general von Pavlov to field marshal and making him supreme commander of the German forces. Our great Führer will concentrate on running the country.
von Pavlov is an ex-soviet marshal who crossed the border to Germany in 1941. Along with his wife, children and a regiment of T-34's he joined German service. He is a true anti-bolshevik who will fight the communist menace to the death.
von Pavlov comes up with new strategy, puzzles experts
In the drive to vanquish bolshevism in the east von Pavlov has sent forward all three armygroups. Only armygroup North took a city, Novgorod. The other armygroups have taken up defensive positions in Soviet territory from where they next month will resume operations.
Russian Pearl harbour!
To honour our Japanese allies the Luftwaffe made an attack on Sevastopol and the Soviet navy. German bombers destroyed the battleship 'Lenin', one cruiser and three destroyers.
von Pavlov's mental health questioned
According to psychologist Max Fischer this is a rarely seen event: "He has only taken one city, despite having the first turn and being the axis! What the hell does he think he's doing?"
von Pavlov has no comments on the matter, he merely foamed at the mouth and made an attack on our reporter.

I don't know if you guys know this, but all of the German units have their move points lowered by one point in the winter months. I don't think I remembered to tell you guys, but I did it because of Germany's inability to do much in the winter months against Russia.

His Excellency President Chiang Kai-Shek has promoted General Song "Choke" Zhe Yuan as his new Chief of Staff. Song has committed himself to defending Chinese soil from all foreign imperialist pigs and traitors from within. The General is quoted as saying "We will fight to the last man, any attempt at surrender will result in immediate execution.".
Nationalist Bomber Squadron Scores Glorious Victory
Bombers under General Song's direct instruction have obliterated a Japanese artillery brigade outside of Naning. Japanese forces were seen running terrified from the battlefield.
Diplomatic Feelers Extended to Japanese
As yet there has been no response but the Foreign Minister is hopeful that an agreement will soon be reached to end needless warfare between the Middle Kingdom and the Empire of Japan.
President Chiang Denounces Anglo-American Imperialism
Today His Excellency announced that henceforth all aid to the miserable Anglo-American imperialists will be cut off. Furthermore he denounced Anglo-American pressure on Japan that provoked the attack on Pearl Harbour.
General Song Applauds German Victories
The General praised the German actions against Soviet Russia saying "The communist menace must be stamped out. Not only here in the Middle Kingdom, but throughout the world."
