Write-in: They should not be merged. Terraforming is a separate action from working a square.

Write-in, backing AdamTG02 for now.

I don't think they should be merged into either ministry, for the time being. I would perhaps agree if they were to be merged into a completely new portfolio, but neither portfolio, as it is, really covers the other.

I'll also agree to regional governors when we have enough cities to be able to split our empire into regions.

Darkness, such a vote should be made in the amendment poll, not here. Here is the poll to decide in which way we merge them, IF we choose to merge them.
