Not sure but this may have something to do with your own size too. For one luxury in my current game I give 3 luxuries and 40gp/turn, this is emperor and the rates wasn't this bad even when I played deity, I was smaller then. Just my own experience.
I doubt the cash they have effects anything, but I could be wrong. Maybe it's the total economy of their versus your own that defines the rates?
