No formal rules. It is indeed Never Ending Story, and it is a story made by people controlling countries. Each person says what happens with their own country. One of the best ways to see how NESs work is to look through, say, the first 5 pages of one. SO take a look at the first few pages of cAHNES to get an idea of how it works.
