Questionable Sheilds
In free governments like Democracy and maby Republic, you should have to pay for things to be built, don't governments like that buy tanks and things like that off companys and manufacturers?

the only things i can think of that a nation doesn't buy is nukes (cept for some nations!) and new tech/advanced units, and they still buy some of that!
