how do I set up embassies?

I'm pretty new to this game and was wondering, when I got writing Ithink it is I didn't have the money to set up embessies. and now that I do I can't figure out how... could someone help me?

click on the star next to your Capital.

And for spies, click on the pentagon next to city that built (oh how bad this will sound) the pentagon.

If you're new, just make sure that you get the latest patch and spend some time reading the Civilopedia. Concentrate on the game concepts. Then come to the message boards and read some of the help threads, theres lots of info in them that even seasoned players learn from (though some of it would be a bit steep if your starting out - like the corruption calculator).

What Bambul is saying is the IA may be built anywhere, it does not have to be the capitol. The city that houses it will a symbol.
