yeah it doesn't seem like this could just be coincidence if it happened 3 times, but it is a slight possibility. Prehaps this is another AI cheat, have the romans attacked you while you weren't attacking america? if so maybe they just hate you from something you did and now hate you more after 3 wars.

When I was on peace with americans Romans never attacked me.As soon I was used to start attack vs americans,Romans without any treaties with USA and without any contacts with USA started to attack me with no reason,exept above mentioned.

This " AI feature " is not easy to riproduce but it can be done with the proper circumstances. ( Monarch level )
