I remember Firaxis stating that it took about a month to do an individual civ's worth of artwork.

You are mistaken.
AI civs treat members of their group better diplomatically and if you have culturally linked starts on you will tend to start near other civs in your group.

something that very few actually know.
Let alone, play accordinly.
This subject probably has the least threads off any of civ3 strategies/rules/tactics
You do know this game inside out don't you

I don't know where I read this, it may have been in the manual. I remember reading this somewhere, but I can't find it now.
Edit: I found it, of all places under culture in the Civilopedia.

Wow, didn't know about the culture groups. And BTW, I always play with Cultural Linking off, I want the game to surprise me as much as possible, genreally my preferrence is an all-random game.

as i said on another thread
kudos for getting a patch out so earlier to deal with bugs.
a couple of "wtf's" for letting so many get through, esp. things like the "Fixed bug that caused players to win when they, in fact, lost." bug.
the former only makes up so far for incompetence in the latter.
