We could have someone pick some random number and have a draft type thing if two teams want the same civs.

Is there anyway we could replicate a civ if they are wanted? maybe just switch a leaderhead in the mod? or is that too much trouble.

I think they should be able to pick, BUT if they don't like the remaining choices, they can randomly decide from the remainder.

I'd like the order of who gets to choose their civs be chosen randomly, by RNG (or just by dice rolling). Each team would then have a week (or however much time is necessary) to draw up a list of its first, second, third, etc. choices.
