I see we are about to decide by a vote of the PolitBureau, as in a Soviet regime !
Another solution may be more democratic : why about a turning presidency (as that acts in EEC ?) : half a month Hydey, the other half DE ?
... up to the next tie at the 1st of december ?

In the US, a Presidential election tie is sent to the Congress for resolution. It seems to me that the Cabinet is the closest thing we have to that.

Both candidates have indicated they would be satisfied with a vote by the November High Council. Let's get it done!
I think those votes should be cast privately by PM to BOTH H Tower and Cavebear (to eliminate any doubts of accuracy). Those 2 can then publish a results thread (which presumably would show identical results).
Any minister sending different votes to the 2 tally masters would lose their rights to Amazonian virgins and any other political plunder.
Let's try to get this done in the next 24 hours. We've already lost nearly a week...

The next question I have is, am I supposed to release who voted for who? or is that to be a secret kept in the vault for a period of time, say, the end of the term, or do the ministers want the vote out in the open?

Releasing the individual votes might cause hard feelings and should be kept secret, permanently. I think just announcing the winning candidate would be sufficient.

I'm totally cool with this being out in the open. If my candidate doesn't win, I feel confident I'd be able to work well with the one who did.
