The Aztecs have always moved their armies around; so far as we can tell, it's just posturing and/or nutty AI routines.
This recent chat, IIRC, Russia moved a horseman or near our borders, and we've also sighted two russian ships around Apolyton. But I'm not sure if it's cause for alarm yet; and the Caravel could have landed something on Uber Isle on the last turn if the Russians wanted to.

Do we have adequate defensive units on Uber Island along with some counter striking units present there?
If the Russians think Uber Island is underdefended they will try to land stuff there before fighting breaks out.
The dumb AI never considers the amount of GPT it's currently receiving when calculating it's desire for war. (In my own game, I once signed a deal paying 18 GPT for a tech the very same turn the AI declared war on me resulting in a free tech for me.)

Our forces on Uber Isle aren't that many; we have a Musket and a Cav in AGC, and a War Chariot near Boomtown (Which could be moved to Boomtown and then upgraded on the same turn if needed). However, the caravel could have landed troops on the hill near AGC this chat, so if the Russians are targetting our lands, they're probably after another area like the lightly defended Persian coast.

Perhaps the Russians have also noticed that if they attack us, they lose that city surrounded by us immedately as well.
(That's the big difference with regard to Russia between my own game and this one.)

Of note for sea defensiveses, I've never seen the AI use more than 1 naval transport ship for a big invasion.
So, all we need right now is enough stuff near our coasts to take on 4 units (Galleons)
During the Industrial era though, we will need to greatly increase our Uber Island and other coastal defenses to enough stuff to take out a stack of 8 Infentry landing from a Transport. In the case of Uber Island it may be easier just to park a stone age unit on every coastal square which will completely secure that Island until Marines.
