Host a regular MP game with a pass so no one will join.
Launch with just you from the grouping lobby.
Now that you are in the game setup area under game modes there should be something called hotseat. Under the player select area you should be able to add human players.

Where is the option for loading a hotseat game? It seems limited to a single session?
