You have to use the game editor to do that. There's a "Lethal Sea Bombardment" and "Lethal Land Bombardment" ability in the list. Press the ctrl-key and then click on the ability you want.
(It's advisable to do this on a copy and play the game as a scenario. Or at least have a copy of the unmodded version stashed somewhere in case you encounter problems.)
