Unable to open scenario created with ptw editor -- Help

Hi all,

Pls excuse my ignorance, I have ptw with patch 1.04f, and when I tried to create a scenario where I only did one thing: adding one new civ to the list and save it (only custom rules), I cannot play the saved scenario. I got a cryptic message of "Unable to open file "#", the game will now exit message" . Could someone tell me what I did wrong or what I missed here.

My steps:
Launch Civ3edit, choose custom rules, then in civilizations tab add a new civ, fill out attributes, close, save the scenario, load scenario -> message then ptw exits.

Well I think that the issue is that there are many files you may have not created for your new civ like a leaderhead for instance.

Yeah, you have to add lines of text to Pediaicons.txt, I think. I've never tried adding a civ, so am not sure what the steps are (since Firaxis hasn't provided instructions as of yet...)
