The Celt is probably trying to bring water closer to his own borders. I've seen the AI run a line of Irrigation through my territory so that his town could be Irrigated.
Of course it looks more like the Worker in your screen shot is building a road and not Irrigating. Perhaps Brennus is 'creating future infrastructure' for his empire. :strokes chin:

My guess is that there's another city of his on the otherside that he's trying to connect to his road network, and your backwards cities aren't helping.

BTW way I knew I could not get any of the stuff, but just wanted to annoy him. He was willing to tke peace straight up, but I was not. Funny thing was the the tech was one that I had by passed and no one would trade it to me.
