I remember buying my copy in Feb. 1999.

Press [ctrl] o in a game and you get

"Civilization II Multiplayer Gold 5.4 of Multiplayer 26-March-99 Patch 3 (JB's no limit)"

in the heading.

But is this is the Patch 3 date or release date of the game...?

I just bumped into this.

Have a look at the Internet Archive links Rasbelin posted and you'll get a pretty good idea. From there, it looks to me like it was released in December 1998.

As the ODP Editor of Civilization Series, I could enlighten you that the MGE was released in December 1998 as Mercator said.
