Just a little thought experiment
Let's see if we can up with plausible ways for the SP's to work, based on current and likely future technology. I'll start.
HGP: Fairly obvious - we're doing it right now. Probably going to cure quite a lot of diseases.
SE: A fairly standard idea - put up a geosynchronous satellite and rop a cable down. Obviously STS needed for strength in the cable. Makes it easier to get into space.
LV: Just what it says. A vaccine to increase your lifespan. Makes people happier, or in a Free Market economy is sold for profit.
SC: Presumably, just a huge version of CERN and its present day counterparts.
Now then, what else?

Well, the HGP will be mapped this summerinstead of 2002-2003 as previously thought. That will be good for diseases of course like you said, but also for more controversial applications like cloning and advanced eugenics.
all NANOTECHS exist as a pure research state since 1992. General applications in 20-50 years.
I think that 2/3 of AC techs are to be mapped in the 21st century.

I see all the SP's as being part of the international network and infrastructure, regardless of Faction or Vendetta(for example, if we were at war with Bosnia, we could still call them through the connecting phone lines between us and them.)
The same reasoning allows for energy CREDITS(meaning all the power grids of all the factions are connected on some level), thus allowing for CREDITS to be used by one faction or another.
Here are some examples:
Weather Paradigm: I just see this as an international weather forecasting device. but the faction that get it has access to all the best data that let's them do terraforming at the right time("Bob, we should put chains on the ol' Former, it's going to snow all week.)
Planetary Transit: A really good system of roads and trains for people(not squads of armored troops, pods, or some such.) Sorta liken the BART here in SF, but free for your Faction(Morganites ride for free!)
