How will bills become laws?
I haven't seen this mentioned, however it is needed, IMO.

Have we come decided how to turn ideas into laws?

My idea

Idea comes in, and is written up. Voted by the 3 ministers. If accepted (simple majority needed), voted by the 3 judges. If that is accepted too, the President signs the Bill, making it a law.

If the bill is rejected at any stage, it is dumped all together. Although the idea can re-enter the assembly with wording changes, etc.

that's from the thread on polling. It seems to me that the laws you want to be able to pass are actually resolutions or maybe amendments to the constitution
