Moding the 24 hour rule
I am concerned that there will be many times that no one can play within 24 hours. I propose:
after 16 hours the VP can also submit the turn - the valid turn being the one first submitted. After 24 hours, two ministers- eigther designated by the President or (default) named in the Constitution can submit the turn. After 36 hours the turn is forfeit. The Prez,VP, or 2 ministers can designate stand-in for a period they designate. Grounds for impeachment include several non-submissions.

Mmmmh, I don't understand... Are you talking about some in-team organization ?
Edit : scratch that, I've finally understood what you meant (I'm a tad drunk tonight). But I disagree on a detail : the common rules should worry about punishing the Civs who don't play in time (I think it's a good idea to skip the turn completely if it wasn't played in 36 hours). How the civs manage to get the turn done -in this obligatory time limit- is entirely their business.

I'd say 48 hrs is more reasonable, beside its not like everyone at every turn is gonna abuse the 24 hr rule to its max... some are gonna submit earlier. By stretching the limit to 48 hrs it gives more time for team in situations that need more time. If they can submit earlier, so be it.
