How are Defensive values determined
How are defensive values determined and what is the formula? Also how are the following things taken into account and what order in the calculation...

City Size (up to +100%)
Terrain (up to +50%)
Civil Defense (50%)
Radar Tower (25)%

Next question is what is the defense of a Mech Inf. in a Metro. on a Hill w/ Civil Defense and a Radar Tower nearby?

Take the base defense add all the bonuses together then add that to the base. Order doesn't matter as each bonus is based on the base defense and is not multiplied.

67.5 (unless I messed up my math in my head, I'm assuming you wanted him fortified and the enemy crossing a river to attack)

So you do get the fortified bonus in a city, I thought this only applied to units outside a city...
