Military Acadamy Obsolete???

The city I built the Military Acadamy in finished an army and the poof armies were no longer available to be built.

Did it become obsolete or what.

I don't remember when this happened although it was somewhere around ecology or synth fibers.


Please help!!

There is a limit to the number of armies you can have... I think it's one per four cities. Is it possible you have reached the limit?
