Is Culture Broken?
Folks?
I've got something 'weird' going on in a patched PTW game... Playing the Ottomans, a celtic city on the coast is totally surrounded by my 'territory. They have the city square ... pop 1... and one sea square. (other sea areas outside their 2 square city are mine.)
I've got them surrounded by 4 cities... each with temples, cathedrals, colliseums, libraries, universities etc.
They have NOT flipped to me in more than 30 turns...
(How do I do a screen capture? I'd love to post this one)

AFAIK, it's not the local culture that causes flips. It's the global culture of your entire empire vs their entire culture. There are other factors like the aforementioned units and distance to the capital that come into play.

PTW culture flip considerations:
number of foreign citizens (each resistor counts as two)
number of squares inside your culture border
culture ratio (total)
distance to capitol (if closer to yours it increases)
civil disorder (twice as likely)
former occupantion
city garrison
WLTKD (only half as likely)

Assuming you have more culture than your opponent, even then you have to be very patient. The probability (per turn) would still be rather low. I don't know what the actual "typical figures" are, but perhaps only 2-10%.

I had a similar situation as chinese democracy against English (who were in awe of my culture) - with only one spearman in this city...

I've also experienced less culture flipping (against me & against others) as a whole. My culture attacks in the past would win me a few cities before, now nothing. Perhaps after all those non-culture people complained about losing their cities from culture Firaxis weakened it or maybe the odds are just merely catching up to us.

Culture as a weapon
I'm one of those that LIKED using culture as a 'passive' weapon.
I'd place cities at the limit of my territory and rush build culture benefits as fast as I could. Then I'd place my palace as close to the front as possible to support those efforts.
Taking a city by force, pales in comparison to when they are forced to just bow down to your natural good looks!
I know that ultimately this annoys them, and gets them to declare war with me, BUT that helps with war weariness.
Even if I only had a 3% edge with regards to a culture flip.... A 3% chance of flipping each turn over 30 turns SHOULD flip him to me sooner or later.
if a) my culture is higher
b) Palace is twice as close as his
c) all but 2 of this possible 21 city squares are 'taken'
d) even if he has 10 units garrisoned in there.
Then those fools should succumb sooner or later... I know for a FACT that I've flipped in the past in far far better situations.
Something's bust. Or I'm the unluckiest player in the world... which is entirely possible.

A possible reason...
Okay... got the Intelligence Agency... investigated the silly city and the Celts are warm inside having a Ceildh!!! There are 19 besotted fools partying inside the garrison! Truth be told? I wouldn't leave the party either!
