Whoa! Don't cross that line!
I've never seen this happen before (PTW patched)
I just signed a peace treaty with Russia... sent a transport to a destination that 'crossed' Russian territory... AND was presented with the prompt "Commander! That will cause war with the Russian people."
I've NEVER seen that before and I've played about 50 games of CIV III...
Anyone else?

Could it be that you tried to enter a tile with a Russian submarine? That would lead to such a message...

 I have yet to experience this in my PTW games. Though I do like it...I wonder why I've never gotten this type of message. Now if only the AI will abide by the no trespassing rule after signing a peace treaty...

See this message all the time when there is either a foreign sub or nuclear sub in area. Next time take along a vessel that can see invisible, i.e., BS, Destroyer, AEGIS, SS, SSN, and you will see why you are getting the message.

Ah so... that would appear to be it... I tried to 'cross the line' in 3 other places... One generated the warning again... the other two allowed me to pass. That must be it... lost a little stinking subs along the coast.
Although... the warning on crossing the territorial boundary (No float/fly/traverse zone?) seemed like a GREAT addition.
Sigh.

I thought that if you tried to enter a square with a sub you would automatically see the sub. Or is it an earlier version I`m thinking of.

No the sub doesn't show up, you just get the "this will cause war" warning strange, but the way it works

I have encountered this, but many times when I try to move onto a sub occupied square, I am already at war.
I encounter it frequently because I play water maps.
