Curiouser and curiouser
In a recent game using the latest (non-PTW) patch, I had both a spearman and a warrior fortified in a patch of jungle to which I then built a road.
I sent a settler to the spot where the warrior/spearmen were and built a city.
And lo! There appeared within the city a granary and the Library was in the build queue! I had the techs for this stuff of course but this has never happened to me before.
If it's a characteristic of the game - well ... I'm going to be planting the same combination on all my possible colony spots!

Do you own the Great Pyramids? If you do, then all cities you build on the same continent come with a granary pre-installed and cost nothing to upkeep.
