Certainly the (re)building up of a Palestinian economy is something that is goig to play an important role in a succesful peace proccess and a stable Palestinian state. But unless the terrorist infrastructure is completely dismantled (and a Palestinian government exists that will work at preventing that infrastructure from rebuilding), it's all to easy for the money (or the products that money is used for) to be diverted to use for terrorism, which just brings the thing back to square one.

Feasible? No, it's not.
I think the Palistinians won't do it, as they have no leadership.
Israel won't because they have to look strong in an area where they are surrounded by percieved enemies.
