Same with the Chinese. Maybe one of them got Railroad from the Mongols or from a Hut (though it seems late to be getting techs from Huts). The Mongols don't have contact with either the Japanese or the Chinese, though.

If one of these has Great Library they could have got it that way and traded it between themselves.

The Celts have the Great Library. And they have contact with no other civ but us (and that is rather unusual at this late year).

One other possibility springs to mind - if they landed straight into an unoccupied and isolated Celt city (eg on a remote island somewhere), they could have taken Railroad from the tech choices on occupation, but never actually met the Celts by contact with a unit. Seems a bit unlikely though....

So true! I suppose the question is: "In what way is it cheating in this instance"? I've had the impression that the computer pays attention to whom a civ has made actual contact with. But, as you said, so what's new?
