No, they hatch from battle! 
Large map (the 12 civ size); Modern Age Rome. 21 leaders so far -- I sequentially number the units' names that cause them to keep track.
A commercial, non-religious civ can stay in Monarchy the whole game if they're big enough.

That is what I do, give them seq numbers, that is no problem in this game. I once had 55 leaders.

You don't have to rename the unit once it produces a GL. If you click the X to skip the renaming, an * appears in the unit info.
