Why of course... Design it at least, if we use it or not's another matter.
There is an abundance of special resources in the ocean, not just the freshwater sea. With a small amount of terraforming it can reap 6 nuts or 6 energy (IIRC), great for pop-booming and creating an energy powerhouse to house The Supercolider and The Theory of Everything (not to mention TKG's lab  )
