AIL, on a Prewarp game, I would not expect to see a vote by turn 23. I will be hard pressed to have a colony ship by then, unless I aimed for it right away and had a uni type race.
If this is an adv tech, that is another story.

Yeah I have a bad head cold and went brain dead again. I realized it after I logged off. To tell you the truth I do not recall seeing that, but it is true that I do not play much with med universe. I ran a few test and they would have about 11 or 12. I suppose it would depend on the races in the game and the layouts. Remember I am not helping them mch as I will not make my colony ship until I have finished the HW with all factories and pop. I will then go 2 or 3 turns to get the research moving at full expenditures. The I will go to a CS at about 4-6 turns, depending on my cost. I will be on small map and only have 3 or 4 planets that I can get and they can not get them for some time, so I do not have to hurry. In a bigger map, I would consider CS sooner, as there are lots of planets to be gotten.
