I suppose the unit movements negated having the seas and rivers move also. Only so much one can do with fluff, until faster computes.
The bus system of the board also, + the graphics card.

Yes, all of it adds up, even though some games look like they are doing a lot of movement, it takes considerable resources of the computer to move scenary around and add that to a already calculating game of many units.
A flight sim only has the movement of the airplane and everything off of that, so movement of everything, well, probably needs a faster computer, + some people do not have a faster computer, and some people just turn off animation anyway for speed of the game.
