I don't actually think this can be classified as cheating; its part of the way a pbem works. Having a day or whatever to play your turn in gives you the chance to try out a number of things to see what will work best, and theres really no way anyone can stop you from doing this. The situation is kind of like in postal chess; theres nothing stopping you from getting out a book on master chess and using it to help; its part of the way the game is played.
The only reason I never do what FMK did is because I'm too lazy to sit and play one turn over and over again to get the best of all possible results

For God's sake man you didn't have to put yourself on the list, at least for a debatable issue like this. All I meant was that we shouldn't do it from now on, not that anyone that has (apparently a lot more people than I had imagined) is a cheater.

You get a neutral individual to look at their saves, and check whether everything is normal. If not [ie, cities ar strangely remaining out of disorder, or vast numbers of units are appearing out of nowhere] and the player concerned can't explain themselves, then they're cheating.

They make it harder for people to look at your saves, and prevent honest players from accidently loading your turns (don't laugh - I often load the civ in the same position on the 'chose your civ' list as in the last PBEM game I loaded  )

Its not really that easy to bypass. It is, but it is also very easy to see when passwords have been bypassed by others.

Ok, I'll edit the post, I just think it's really hard to prove cheating of many types and anyone with half a brain that wants to cheat will probably get away with it. Which brings me back to my idea of perma-banning cheaters. The harsher the penalty the less likely the crime is to be committed.
