Delay in Transcendence

I've been lurking for a couple of months and finally decided to jump in and pose a question!

One of the configurable Warning Preferences is "Stop for delay in transcendence". Under what conditions does this warning occur? Just wondering.

I have noticed this but don't know what it is about...I tend to be pretty prompt at going for transcendence once I have the voice of planet because I generally delay the voice of planet as long as I can to avoid the devastation of the fungus and to prevent me competing to transcend whilst I add those 'last minute adjustments' to my faction...
