OK, since nobody else seems to be in the mood to fill you in, I will give it a shot. Anyone who knows better: feel free to correct me where I'm wrong.
Stormhound was at first a regular guy who followed the game on the Delphi forums. At that time (Alan was still in charge) the developers were looking for input from the fans. Stormhound was very active doing that and helped build the diplomacy system in the game (which is probably an understatement as he - as I understand it - was writing it up almost by himself). Impressed by his work, QSI hired him to work on MOO3.
Yet he never lost touch with the fans and shared information whenever he was able to. For that (and his kindness) we are thankful for.
Because of reasons that I can only speculate on (which I will not do here) he was laid off again in April. (Some kind of April Fool that was, if anybody remembers...
