Efficiency question

re-reading parts of Vel guide and he infers that a high efficiency rating will cut down on the penalties from having a large % division with the econ/psych/labs

after doing some playing around with the SEs I find this to be true but also noticed that one's Economy rating has effect on potential penalties as well. I could be wrong, but I think it is any combination of Effc and Econ of +6 to prevent any penalties at 100%, but I could be wrong. I have not resurrected my manuals since reinstalling, so if someone could explain this furthur to me I would appreiate it.

Certainly the manual and my experience both say that, once your efficiency reaches +4, you have no penalties from changing your econ/psych/labs settings. I have never seen economy making a difference, and it didn't when I tested it just now under Dem / FM / wealth / eudaimonia.
What SE choices are you talking about?
