Why did you leave battleships out? Did they make it unbalanced?(I've known some scenarios where battleships were nigh-invulnerable)

You know, the battleships "died" in some way during WW2. The new rulers of the seas are the Carriers.
If you take a look at all the "modern" civ2 scenarios (post WW2) you won´t find battleships anywhere.
To be honest, i don´t know the "precise" reasons of this decision

You're right, I didn't think about battleships becoming used less and less. I mostly play WWII scenarios, which battleships are usually a big part of.
Question: Are railroads now used as roads or are there only railroads built in the beginning?

The graphics are railroads. But they work as roads with the classic x3 road multiplier
Railroads are forbidden in this scenario. We don´t want more "Darius Railroad Blitzkrieg Tactics"

Dont say that to the US Marine Corps! I know a lot of Marines who cried the day they put our last battleships in storage. Marines LOVE those volkswagens flying thru the air!

The scenario looks great. (Also liked the Falklands one, once the action got started!)
Can we start making diplomatic proposals now, or do we have to wait our turn (me also being a PBEM newbie)?
Those battleship shells were quite something. But compared to SSMs, I guess they're out.

NATO PROPOSES LIMITATION ON USE OF NUCLEAR WEAPONS
We at NATO wish to prevent massive casualties as a result of nuclear war. To do this, we ask all nations to agree that in case of war, not to use any nuclear weapons unless their entire existence is threatened. This will hopefully promote quick ends to a war between two or more nations, as no nation wishes to suffer the tragedy of nuclear war.
NATO wishes to thank all those who work for a better tommarrow.

The Chinese people cannot accept unconditional limitation in the use of nuclear weapons. We propose a non-proliferation treaty in the following terms:
- All countries must disclose the number of nuclear warheads they own.
- Based on subsequent negotiations, no new weapons will be built by signing countries.
To the US, we think that the use of nuclear weapons is against the interests of both of us in this war.
We propose a complete restriction in the use of nuclear weapons.
Second, we propose that the US evacuate Vietnam immediately and allow the Vietnamese people self-determination. In that case, we can agree to end the war and not escalate in Korea.

NATO does not support the idea of preventing countries without nuclear weapons as of yet from defending themselves against those that do have them. Also, NATO refuses to disclose the amount of nuclear weapons it currently has in its nuclear armament. Doing so would only hurt our defenses. Instead, we propose that all nations that are nuclear powers proclaim it. When a nation joins the nuclear club, then they must let every other country know.

As you may know, the Arab Nations don´t possess weapons of mass destruction.
Doesn´t matter what George Bush says!! ok? WE DON´T HAVE NUCLEAR WEAPONS!!!
Nevertheless, we give full support to the NATO proposal. In case of war, don´t use nuclear weapons; only conventional warfare. Otherwise, USA/USSR will kick our butts
Regarding Chinese proprosal...
We have nothing to say here. We aren´t members of the nuclear club (believe us!)

Every country in the nuclear club must proclaim YES
China has no plans for nuclear attack and would consider it a terrible tragedy if nuclear threat and general agression by the US in Vietnam and Korea should lead to the use of these terrible weapons. If this aggression were to stop, we would consider a complete ban if everyone else will.
