the secret to finding a settler on a ship
i've finally done it! foud out how to find those cursed settlers on ships!
give them a city! just some worthless city.... then you can do all kins of espionage missions, and the ship with the settler should start moving again! then you can find it when it becomes a city.
i think more threads have been on this problem than any other...

Nah, I say that the settler on a ship thing is a bug, which makes me think it's fair to check for it using my multitool (which now is up to version 0.98)

I don't understand this at all...
why would I give away a city? why wouldn't I just simply use espionage to steal troop plans?

If the enemy has no city, then it has no capital. No capital means no star in the corner to click on to do espionage ....
Give them a city, and then they have a capital...

Why not use the Espionage button in the bottom right corner of the screen?

This may be redundant, but if you already have a spy, he'll stay with them, so you can actually prove if it is, in fact, a settler, but I think we're passed that point
