Cavebear, I assume you are planning to build the UN in Granada, where you have accumulated several freights to speed wonder construction.

Santander: Santander has 0 shield production! I recommend building a city on the opposite end of the island in order to decrease support payments to 3 from 4, allowing further improvements to be built in Santander.
Whale Island: Continue building freight. Buildlist is Harbour, Temple, Marketplace in this order.
Panama Canal: Build Marketplace, (Rush) followed by coastal fortress or Library.
Cartagena: Build Riflemen, next on queue is Marketplace, followed by Library.
Naples: Continue building Marketplace.
Issus: Continue building Engineer, next on queue is Temple
Cremona; Build Library.
Cannae: Build Freight.
Capua: Change production from superfluous Rifleman to Marketplace. Next on queue is Library. We do not lose a shield.
