No, that is bug fixing and should be taken out of hide. Stuff like the new civs and enhancements should be paid for.
As far as the free content done here and on other sites goes it is nice that these people (myself included) donated them. However, if my boss asked me to do my Watercolor Terrain I'd have to have charged him a few thousand dollars (which he would have charged our customers twice that for if they had asked for it).

Sorry, but i have to disagree with you, because, any PC game released in 2001 has the obligation to have MP. Come on People! This is common sense.
It is understandable When Civ2 was released in early 1996 w/o MP when more than 50% of PC gamers were single players. But in year 2002, when a game charges $30 for extra modable sigle player stuff, and a crappy MP the game deserves to be critized.

No, it is not. There is no rule that PC games need to have MP. If you expect it, or would like it, or assume that the company should include it, that is your problem. Nobody ever had any obligation to give you anything. You got what you paid for; the Civ3 box didn't say "includes MP" on it.

I hear that Unreal 2 which should ship shortly will have no MP at all and no plans for it (as will GalCiv). This is unacceptable. Any PC game released in 2003 has the obligation to have MP. Come on People! This is common sense.

Yes! The public beta does not, and will not have MP, but as I understand it, the "hooks" are already in place to include it.
