Terraforming
Is there any way on any respectable (good) mod or "vanilla" to terraform sea tiles into land tiles? (Except cheating.)

I already did the other way around Land terrains in beachs to simulate canals.
But never tested the exact effect you want but be sure it is easy to implement. Just a line change in the tileimp.txt
Are you willing to know how to do it? If so i can explain to you or even do it for you giving it ready (probably easier)

I realised that you could just change the file, but how would you actually change it in game as there's no space for a button on the Terraforming board?

This would be a cool option, terraforming Sea to land (or land to sea but cant see the real use unless u want to connect oceans or something)
Although it would have to take absolutely ages

both is very important.
implemented both once in civ! had settlers on ships, ship sent to sleep, settler told to terraform with "i" (rrigation) and some turns later the ship was on dry land.

I saw that if you pollute a sea side city, it may actually pollute the sea around it, which becomes a "dead" square, which can latter be terraformed as you please when you get the necessary to tech to clean up the pollution. Not a very good way of expanding territory, but it is an option if you don't want to screw around too much with files.

On the down side, you lose the commerce from the sea and you eventually lose the city from global warming and rising sea levels
