Multi file scenarios allow you to swap rules, graphics and events in the middle of a game using batch files.
Still, at any one time there can only be one of those functioning. So you can't have more units, if you want all of those units to be available at the same time.
However, if you can find a way to remove certain unit types after a while, you could use this method to replace those with new ones.
ex1. In an event-driven RPG, you could have dummy units only used once to trigger events . After the event has been done, the slot will become useless, so that could be a time to change unit graphics/rules to make a new unit available.
ex2. You could want to universally upgrade all mounted units to mechanised units with the advent of Automobile. But this would apply to all of those units of all civs.
ex3. In a scenario with many upgrades, the older "models" will become obsolete. You could turn those obsolete slots to the newest models in the "upgrade chain". You must be absolutely certain none of those obsolete units are in existance anymore though, or you'll end up with Zulus suddenly walking around with Marines instead of Spearmen. Not to mention the human player might abuse this upgrading and hold on to his oldest units for free upgrades later on (if there's only one playable civ, Leonardo's Workshop could fix this).
