Questions about Spys
It seems that everytime I tried to expose an enemy spy the sting operation is foiled. How is this determined?

I notice that my spy experience is regular, how do you increase it? I have tried stealing world maps to increase it, there are no more technologies available so I can not steal those.

AFAIK, spies planted while you are in Communism are Veterans. And there is - again, AFAIK - no way to "promote" your "regular" spy to a higher rank.

Yeah, if you look in the editor, under the governments section, there is a 'Spy Experience' option. They're all set to Regular except Communism AFAIK.
So I think the only way to get veteran spies is to change governments or edit the rules- but that would unbalance the (very slight) advantage for Communism...

I switched over to communism gov't. and the Spy experience went to Veteran.
Didn't help trying to expose enemy spys though.

Are you sure there are enemy spies to expose? It may be there are none...

BTW, I haven't known that if you switch to Communism, your spy gets "promoted". But then, I assume, he will be "demoted" once you switch back to another type of government...

No I am not sure there are spys.
Maybe if there are no spys the response you get is the sting operation failed.

I'm in a buildup for war and I don't want them having the ability to see where my troops are before I launch war (or after it starts)

Well... if that's the case... then don't worry about spies.

The AI largely knows where you have your units anyway (even without a spy & even when they are out of their sight)... it is a well known "cheat" confirmed by Firaxis.

Before you start ranting (which is the standard reaction, I'd say )... this unfair advantage is used to make the AI acceptably challenging. Without it, the AI would be pretty lame as far as conducting any wars go... at least, that is basically what Soren Johnson (the author of the Civ3 AI) said.
