I object to the fact that UN used cats and not dogs or little old ladies to do the testing with. The people of Zoran do not like cats, but are still a very compassionate people

It is not surprising the UN would use such questionable mehtods. Although, I'm proud to say that Ubinia is third on the list and commend Akiria and The Disputed Territories of The Mad Capitan on achieving an even higher level on compasion.
I think it's also worthwhile to note that the FIR is number 57 on the list - speaks volumes, I think.

The FIR are compassionate enought legalize euthanasia. however, we felt that the UN had little buisness bringing foreign cats into our country and promptly told them that animal export/import laws dictated they pay 5 sovereigns per cat they import. They apparantly didn't find this very "compassionate" and didn't even get into the o****ry to do their tests!

These rankings aren't particularly desireable, in all cases.
Though some will disagree, if the report listed me as number one eater of Baby Stew, it might give me pause.

The death penalty has been reintroduced, military spending recently hit a new high, the mining industry is making inroads into environmentally sensitive areas, and it is a crime to offend someone's religious beliefs. Crime is a problem (sounds like ACS )

Looking at the daily rankings, it amazes me that the nation topping the list of those who "go about their personal business without interference or regulation from government" is a nation whose businessmen "are regulated to within an inch of their lives".
