Sorry to bump this, but I've had individual warriors that are in enemy territory. They get warned after one turn and expelled on the second. Granted, they're within a square or two of an AI city (this is early game exploration) but usually it's just one unit. The longest I've seen one of my units allowed to stay in enemy territory is four turns. Does the "proximity to city" factor outweigh all the other factors combined, including relative military strength and number of units?

How many times you ask the to leave doesn't matter.
I do not believe that asking repeatedly will change the response but, it will affect their agression and attitude towards your civ. Be forewarned, repeatedly asking a ciiv to remove units is begging for a declaration of war, often with a ROP rape attempt for free.
