Those were carryovers from the last contest. That's part of the old rules and de facto they are part of the new rules.

Yes, the Elvis reference is because unscratchedfoot has an Elvis icon (not to mention Civ II's famous culture advisor).
TCB stood for "Taking Care of Business" and each member of Elvis's inner circle or "Memphis Mafia" had a gold pendant with these initials and a lightenbolt. The Memphis Mafia was famous for fronting for Elvis's drugs and combing the audience for girls who would be brought back after the show for "The King" to enjoy. And that is today's Bicentennial Minute.
