A couple of things:
1) In a civfanatics PBEM, Emugod found an important bug.
All the civs, with the exception of USA, can build railroads!!!!
PLEASE!!!! DONīT BUILD RAILROADS!!!
2) In other civfanatics PBEM, Germanos found this important bug:
"Guided missiles apparently don't have to end their turn i a city/airfield. I have one hoovering the North-sea now"

These are the "standard" House Rules.
Do whatever you want to do. ok? Itīs up to you
HOUSE RULES
1) USSR/USA or USSR/NATO alliance not allowed
2) China/USA or China/NATO alliance not allowed
3) Spies: Bribing cities forbidden
4) Limited Warfare: In case of a war, players must establish the limits of the conflict: territory and weapons
5) It is obligatory to rehome gifted units

Counter-proposition to US from China:
Hanoï + Zone north of DMZ not included in Limited Conflict (see attached image)!
Any US units met above or on it will be shot at and chinese roe will extend to generalized non-nuclear conflict.

SEATO would like to inform China and the Americans that they can be sure of SEATO's support for the Americans, who are currently fighting to free Vietnam from the clutches of Communist domination.
Whether or not this includes military support will remain to be seen, and remain the decision of solely SEATO high command, under the leadership of Australian PM Robert Chancellor.

That sounds good to me tanelorn! The USSR requests from the Arab League, NATO and hte United States to allow the USSR to conduct an operation into Kabul and Iran in order to restore peace and order to the rebellious country. We are willing to play a role of peacekeepers only in the Vietnam conflict - we will attempt to work out a peace treaty between the warring sides and do nothing more. Surely this will be a good price to pay for allowing us this favour.

I just realised that my bid for the last seat (the Arabs) was concurrent with some other guy's in a separate thread.
I'll do the noble thing and step down, cause I'm already in 3 other active PBEM's. I only exchanged some diplomatic PM's as the Arabs already.

To SEATO from China:
Any military implication in the Vietnam conflict will be looked upon as a declaration of war towards China.
To USSR from China:
Support for pacification missions in Iran and Afghanistan no problem, request peacekeeping missions as proposed on DMZ between Hue and Hanoï.
Imperialism and all reactionary forces are paper tigers!
